Investigation of all tragic accidents should always consider all the facts. If there is mitigation it should be recognized.

Your observations about the Italian case may correspond with the facts or they may not. So far, you seem to be basing conclusions on hearsay.

Military operations and training are often hazardous. The loss of civilian life rightly captures public attention and outrage. There is a far greater death toll of military personnel every year from accidents. Attention and outrage are largely private family matters. Oh, well.....
