Diving into RTN here. The announcement was regarding non performance in a biz that RTN already sold, but have a current obligation. Not a continuing problem.

The Europeans are definitely wise to what is going on wrt Wall Street and corporate USA, and the lack of enforcement is causing a significant withdrawal.

If something isn't done soon, no amount of artificially propping up the markets and the currency will work. The pendulum is being set for a big overswing to the downside.
