You expect something along these lines:
"We hereby agree to use all ends -inclusive deception- to prevent Lebanon to become a financial center, thus undermining the prominence of London, New Your, Frankfurt, Hong Kong and Tokyo."

In the real world this doesn't happen. In the real world, people exploit the ignorance of the markets.

There are some people for whom many things are unexpected. This 'unexpectation', give chances for people such the ones who ran Enron, Worldcom to clean up their clocks.
