How much is Osama worth alive? $100 billion? $200 billion? Actually a good Cold War corollary is worth more like $2 trillion in increased military expenditures in the next two terms. A $25 million price on his head, when you wouldn't be alive to collect, isn't much by comparison. Advice: keep him in reserve until 2004 elections, and another "October surprise", like Reagan had with the hostages deal. Worked like a charm.
