True, and that is the biggest challenge faced by whatever funding system (or hybrid of multiple systems) is chosen. But avoiding vouchers as a possible alternative doesn't solve that problem either, it just ensures the continuation of negative outcomes for lots of students. The health care system has to take all comers too, at least in county hospitals. And while it ends up being difficult, the standard of care for the rest of the population is not being forced down to that standard.
