appraiser likely will accept the higher price. i did exactly that when i first re-financed 7-8 months ago. told the guy i was gonna spend $75k on the kitchen, showed him the plans, and walla! an appraisal $100k higher than i would have otherwise gotten so i had enough money to do the kitchen and pay cash for a new station wagon to drag the kid around in, and still keep 20% equity in the place.

of course, just a few weeks ago i got the place appraised for still MORE and took out a home equity line at 4.25% (used the money to short the bank that gave me the loan <g>)
