GPS receiver accuracy is 10ft with 95% certainty, but that does not mean a fin-steered bomb can be that accurate. If you can make a fin stabilized bomb to operate with "accuracy down to a few feet," I'm sure the USAF would be very interested in using the technology for its own bombs. As for taking an hour setting up a 10-foot rocket within three miles of NYC without being noticed and stopped, you gotta be dreaming. Do you know how crowded NYC and its surroundings are?

Steve, with all due respect, it has become quite obvious that knowledge about standard weapons is not your forte. A 105mm shell only weighs about 30-35lbs, with perhaps 10-20lbs as explosive (HE has more explosive than AP shells); that is what I was comparing the payload with. Domestic gangs used to employ more explosives than that in their turf fights. For comparison, a 105mm/4" gun can shoot to 7-10 miles depending on the specific design (army and navy tend to have different priorities), compared to the 3 mile range of your feared PVC rocket, and with much better accuracy than your rockets. The that is the only sort of damage your terrorist boogieman capable of inflicting, we are in little danger indeed.
