Overall, probably the best solution. Perfect? Not hardly. It's like democracy: it's the worst system of gov't on the planet- -except for all the others.

What about racial diversity? Ethnic diversity? Access to special needs students?
What about them? Shall I cry now?

Do you want excellent education or do you want the liberals to feel good?
Take your pick. Only one vote per customer.

Should admission be by testing, so they can get only the most academically talented students?
Excellent idea. I actually prefer that to the market. It should give better results. The only way I can see of implementing it woul be to have the voucher amount dependent on test scores.
And considering that half the population has an IQ under 100, I don't think that's sellable.

Who should decide which system should be used to allocate this resource? Should the school decide? The evil "bureaucrats" <"Hello, my name is Laz, and I'm a 'B-your-oh-krat'")?
Probably the best idea you'll have this decade. :-)

I'd like to say "The public be damned!" to that, but it wouldn't work in this instance.
Remember The Public that got that teacher fired for busting its kids for cheating? THAT'S the public.
Maybe the public should decide whether it wants political correctness or educated citizens. It appears it can't have both.
