Actually, you have to wonder at any governmental payment to any victim of terror. Terror is just another way of saying "violent crime," the victim of a drive-by shooting in Jamaica Plains is just as much a victim of terror as a bond trader in WTC North Tower. The little girl in California who was kidnapped and killed is just as dead as the people who forced the plane down in Pennsylvania.

Back on topic: I've never seen CNBC as gloom and doom as it was with Art Cashin. I won't predict a bottom for the Naz or the Dow, just keep waiting for it.
