I think if we are extra generous and totally discount the FRAUD, and assume NO bad years, and allow for about 10% growth EVERY year, then fair targets for the end of 2002 would be:

DOW 8800

NASDAQ 1195

But it is not a perfect world. And when you have FRAUD, there is a price to pay. And when you have terror, things don't always grow at 10% forever. And when you have debt levels as now, unlike ANY time in history, the outcome cannot be good. So, to speculate on how low they could go, would only be guessing. But, even if you assume the prefect world scenario above, why would anyone leave their money in the markets or put any new money in for the balance of this year? Of course, this is only my thoughts based on what I deem to be rational and logical. Reality is sometimes far different.
