The problem is does one practice what one preaches. Much as the teaching of violence, hatred, and intolerance is abhorrent it is the actual physical violence which is unlawful.
Put in another way if a parent teaches his child to be intolerant of people of other races does this mean that the legal system should step in? Where do the limits of tolerance lie? For me, and I'm not comfortable with this, these limits are set when something illegal occurs.
I also think that religion itself does not teach violence, hatred, and intolerance. The immans, rabbis, priests, and preachers who do this are the problem. One can find passages in all religious texts that support violence, hatred, and intolerance. I don't think you want to ban or limit all religions on that ground.
Better is to expose to the harsh light of criticism the intolerance of most religions.
Finally to your question, not necessary because practicing violence, hatred, and intolerance is already unlawful. In that sense there is a modification of my original statement and I thank you for pointing out this discrepancy
