We are "catching up" with ourselves. When you are "catching up" with sleep, who are you catching up with? You are catching up with your own schedule. To simplify matters I'll re-phrase it. We are making up for military budget cuts during the Clinton administration.

As for efficiency, the military is perpetually modifying, upgrading, and tweaking the system for improvement.
