I disagree, Bush is way down the list on blame
here is the list of my goats:

1. Robt Rubin and the strong dollar policy
it is now being unwound, with capital flow implications and upcoming imported price inflation
a strengthening dollar does little longterm for a society or its economy
it encourages mfg to depart, invites large trade gaps, and leads to dependence upon foreign capital
translation: it creates an entire national bubble

2. USCongress
with constant funding of the social programs
for raping the Social Security Trust Fund, calling it a surplus
recently, $200B drug payment program
pork pork and more pork
another $200B for farm subsidies
these guys are incredibly weak, full of self-interest
not service to our country, rather rape/pillage for the benefit of their constituents
before others do the same
in this respect, we are very similar to the rape/pillage of the Soviet State system

3. Greenspasm and his never-ending $ Printing
our fiat currency system has funded so many things
- US social programs
- world policing action
- insurance for every fiasco
we have printed more money just since Jan2001 than the total amount that EXISTED in 1965
our dollar is now a denominated debt legal tender, NOT MONEY
our dollar is now being written down, just like DEBT
flip over a USDollar, and you see a USTBond

4. US Consumers
for consuming every dipshit device known to man
check the garages and basements of this country, disgusting
running up debts beyond belief, shop til you drop
if you are in a bad mood, go shopping
if you cannot afford some luxury, put it on credit card
too bad marriages dont have three partners, since that third income source would fund further purchases
we live over our heads

5. Bush and a weak Cabinet
his F16/ Cruise Response defense strategy doesnt work
Islamic terrorists are a different breed
he is blamed for the Tax Rebate, but past rebates were much larger, so this is to his credit
he is also blamed for the Alphabet Soup of security burokracies unfairly
Bush did not create the FBI, CIA, DIA, ATF, FAA, Customs, etc
I dont like his tough talk on white collar corruption
it seems empty, given the lack of Enron indictments
I dont like Dept Homeland Security, it is a wasted layer

Bush is an easy target for the Numbnut Liberals
they dont seem to understand that a 1990's Bubble took about 18 months for the full force to be felt, and about 15 years to build, with a Rubin-styled climax

IT AINT DONE YET, since liquidation is accelerating

is it Bush's fault that our debt-ridden society (federal, corporate, household) is now being liquidated after its expansion since VietNam ???

I think not
I dont think you place full blame on him, like many simpleton Democrats do
Dems dont understand any economics at all
so they cannot grasp the 2-4 year lag of policy and condition
