The other thing about vouchers that troubles me is that people could develop an entitlement mentality over it. Once that mentality takes over, it's insidious. There's something about the government handing people checks simply because they've produced children doesn't sit right with me. Yes, I know we pay for those kids to go to school now. It's not the money. It's the visual I get of people with their hands out. We've made some progress over the last couple of decades to reduce that thought pattern and I'd hate to see us give up that gain. I think I might rather see the city of Cleveland directly pay the Catholic Church. I'm not sure, but the risk of the establishment of entitlements may concern me more than the risk of the establishment of religion.

All that is probably true, but I would assign a greater degree of responsibility to the intransigence of the vested educational interests.

Their all or nothing political stance did a lot to bring us to the point we are at today. Had they been more honest in their self-analysis and less self-serving, accommodated experimental alternative approaches instead of steadfastly blocking almost all attempts at reform, we might be talking about something different today.

The notion of vouchers came about as a device to get around the direct state sponsorship of religious schools

That's news to me. I thought the notion of vouchers came about because parents were paying taxes for ineffective public schools. The religion issue came up after people realized that 70% of the private schools were run by religious groups. At least that was my recollection.
