Some experimentation with vouchers and charter schools is great, not necessarily as end in itself, but as a way for us to get a better understanding of what we should do to fix what we have. Putting so much effort into building an alternative school system could end up being just so much wheel spinning.

Having vouchers or some other form of competitive system allows for experimentation and rewards successful experiments as long as those that participate in the system are allowed some flexibility.
