Good private schools cost 20-30K per year. A voucher for $4,000 ain't gonna send an inner city kid, a middle class kid or even an upper middle class kid there. But it sure would cut my tuition bill (4k is 4k after all) if my kid was going there.

Bottom line: Your plan makes no sense for the educational benefit of all.
