All modems are not created equal. Actually, with some brands, modem performance within the same model may vary.

The differentiator is usually brand name and price. If you buy cheaply or brand names not widely known, you have a greater chance of performance and reliability issues given that your telephone line is not a problem. Also, having a 56K modem is misleading. AFAIK, there has been no known 56K modem that has ever achieved 56K. The maximum appears to be about 51K with 48K more common. Speeds between one session or one day over another may vary, with speeds of 30K at times not uncommon.

I have had good experience with 3com, US Robotics or Supra modems. There may be other good modems that I have not tried. Hardware modems are better performers than WinModems. Certainly, a too cheap price may cause concern.

Not hearing the dial tone usually means the speakers have been suppressed if the modem is actually making a connection otherwise.

You can test your modem using the following clickstream in Win98. Start/Settings/Control Panel/Modems. Click on your modem and click on Properties/Diagnostics. You should see a series of "OK" as the modem is tested for various functions.
