I don't believe it's true if we are talking of "recoverable oil". Shale oil is economically unrecoverable, and Canada probably has plenty of it(so does the US). Saudi Arabia is still #1 in oil reserves, and will remain so for ages. Iran, Iraq, Kwait,Russia,Great Britain,Venezuela,Mexico and Canada are important sources. The key to reduce oil dependency is: Conservation(huge oil tax , among others))and Alternative Sources(hydro,solar,wind etc). BTW, if you decide to wildcat in Alberta, take your own beer(Labbat has a monopoly there).<g>
