Why do you think because an oil company can find promising un-tapped reserves (keyword "promising") that that estimated figure should automatically be included in the proven reserves of this nation? That is the argument you are giving me.

Do you really think the oil companies have mapped out this whole continent? Why would they? It's too costly to drill for it in many places. Why spend the money on a "cheap" study that is useless?

Answer: They wouldn't. They'd move on to more profitable areas with less regulation.

BTW, ...2B extra barrels in 2000 means the price has to be right for them to even explore this continent.
