you can be sure if they go through with the pipeline in china, exxon and shell think they have a contract that has enough clauses that they can recover their costs. in addition given the way business is done in china lots of "incentives" are involved in this massive project. china has run this deal past so many oil companies over the past few years (who declined the deal) that the government must have finally figured out what it was going to take money-wise/deal-wise to get the companies with the know-how and money to agree to put out a press release. as i see from the press release there is a ton more work to do initially just to get started.
