Nice post. Highlights one of my biggest pet peaves with Cisco and why I don't own a sizeable position in them anymore. The amount of options they give out and the consequential dilution is not good for shareholders.

26% ...? but how many of those options are far out of the money?

Option overhang and options far out of the money are different ratios.

WCOME also has a ton of options out there. But I would not let that concern me.
