One of the older ones, now suppressed and no longer available to the public, as far as I can determine, was written by the Department of Defense in 1993. The document was titled "Terrorism - 2000" and it did cover the use of jet airliners as missiles. A full eight years before 9/11. Seems to me that would be ample time to get ready. Especially since that was also the year the first WTC attack occurred. If there were a hijacking on the East Coast, and as you suggest, all F-15s and F-16s are stripped bare of all armaments, wouldn't a commanding officer launch a few jets in the hope of intimidating the bogeys with fly-bys or threat of collision while he was loading the second sortie? And wouldn't the F-15 always have a few rounds of 22 mm ammo at ready, "just in case"? Or has this ammo become so technical that it needs to be kept in special lockers like the rockets?
