Because it should have been a major low. July 3rd does not register in my data as a major date which means we still have more downside and this up is not real. June 28th was a major date and was supposed to be a low as well but it turned out to be a high instead. That means the indexes may not see the June 28th high again for a while. If July 8th turned out to be a major high, we won't see whatever that high is for a while again either.
