Nadine, my point is that in a counter insurgency campaign, it is difficult to say when it is over. The terrorist could strike anytime. I believe the Algerian government had claimed their success in suppressing the terrorists. And within a week of that claim. the bombs struck.

Bush knows this very well. He also knows that the American public would need from him something tangible by way of results on the war. And that is why he talks so much about Iraq. In Iraq's case we know who the enemy specifically is and hence there is a sense of measure of success or failure.
