Ray, this anthrax thing sure does sound very suspect. Is it likely that the FBI has one or suspects on their radar screen already. That they are under surveillance and the FBI will move against them at an opportune time? On the issue of Patriotic Act, I don't know. After messing up the Wen Ho Lee case, the FBI has yet to prove its mettle. A Patriotic Act would give ample leeway by an inept FBI and hence it should be dropped.
