I bought a new 3Com(US Robotics) Modem Card,installed it,and with a little help from Dell,have it working beautifully(so far).I guess that "new" Lucent Modem Card was a POS.

does it have the shroud to cool the CPU with the case fan?

No it does not. It does have 2 fans properly positioned to provide excellent air movement. There are optional air flow guides and a larger 400 watt power supply available. The case is large and is designed to handle dual Pentium IIIs and Xeons.

Is it P4 compliant?

I do not know. The resellers can probably answer that question. The spec sheet does not indicate that it is. Mine was put together over a year ago.

I couldn't find any specs.

Palo Alto's website here stateside does not open. Here is a European link that looks similar from what I can remember.
