I actually think that Clinton's involvement was nominal, just like I think that Bush's, if any, is nominal. I do think that the FOMC and Greenspan in particular left a fertile soil for the bubble to grow and it is hard to deny that the accounting practices that were used in the bubble years didn't happen under Clinton's watch. And the fact that this happened in states other than Texas also indicates that GWB and Cheney can't be at the root of all of the evil. So, as far as "partisanship" and the other descriptors that you used for me, you may want to check out the mirror.
