Oh, I see. Absolutely. The ILEC's stalled progress to the best of their ability, because their model is busted otherwise. It's not that they wanted to throw a defacto monopoly up for grabs. They dragged their feet on everything, and made life as legally difficult as possible for CLEC's. The genie is out of the bottle now though. MCI Neghborhood is the way it will go, which means the ILEC's will be competing against their own model to keep customers. They deserve to. They've slowed the Internet by several innings already.
