The game plan is to let Pitt - the accounting industry's cheerleader - take the lead on 'reform'.

After all, he's had plenty of private meetings with some of the principals :) and what is done 'administratively' can be more easily undone than legislation.

... Or, as the 'Bermuda exemption' makes clear, it can be circumvented altogether!
