Yep they will move off shore. When the tax codes rape them and the CEOs have to swear what the accounting department did was proper. Yep, they'll move off shore.

Headquarters are easier to move than production and the unions have pushed a lot of production off shore. Not a recent thing either. I remember Arrow Shirt Company, the biggest in the US moving 85% of it's production over seas in 1979.
