The problem then becomes artificial inflation of the number of handicapped kids but we already have that in the public schools because they get extra money from the government for disabled or handicapped kids.

No matter what kind of program you have, people will find a way to game it until it's so distorted you hardly recognize it but yet so ingrained that you can't get rid of it. It's foolish not to recognize that going in.
