Now there's an interesting point. I assume from that we are to conclude that the following are all inappropriate: black scholars, hispanic scholars, male scholars, female scholars, whatever. Please!!

As for the meaning of the quote, Said is saying a perfectly acceptable thing. If you are white, you have no experience of what is means to be black in American culture/society. So if you plan to write about it, don't write as if you are speaking on "their" behalf. Try to be more seriously anthropological about it. Not a terribly controversial suggestion.
