I read you slander me. Denial is ugly on you. Congress is responsible for budgets, always has been. Tax cuts are a good thing. Clintons policies, if you will, resulted in an economy turning down significantly before he left office, and refusing to acknowledge it makes you look buffoonish, as it does all Democrats(y'all haven't realized it yet, LOL & good!). Even Raymond, I'm pretty sure, will agree that there has been no real surplus yet. The Republican Congress held spending down, without which the surpluses you believe are so real, never would have happened.
