That might make sense if the things you mention were clearly manageable at all. We can do little to effect an end to them, and we helplessly expect deaths from them in certain relatively stable numbers(even if solutions you might favor would lower the numbers). We do work rather diligently to lessen deaths from those things, and in general we have little reason to expect large proportional increases in deaths from those things. Deaths resulting from the next terrorist attack on America, however, are unpredictable and potentially huge. I know what I conclude. You? Dan B
