That viewpoint is correct....But Bush will be blamed if he does not take decisive action to cure current confidence crises.

In the last two years of his term Hoover had absolutely no creditability with the country or with congress. Roosevelt proposed many of the same programs that Hoover wanted to implement, but could not because the contempt for anything he suggested.

This is the crises for Bush...if he under responds to the problem, our markets will continue to drift lower. If the markets continue to drift lower confidence in Bush will continue to slide.....and all of a sudden re-election time is here....Bush Sr. lost because he forgot about the economy, (its the economy stupid) Bush's current concern should be (its the stock market stupid).
