If you look at the PA's own statistics, you will see that Palestinian deaths among women and small children have been much lower than equivalent Israeli deaths. The IDF has generally been quite careful to avoid civilian casualties, and in fact have killed far fewer civilians that the US did in Afghanistan.

Jenin was a classic example. Despite being lured into booby trapped buildings by Palestinian women waving white flags, the IDF remained extremely careful to minimize civilian deaths, and in fact more IDF soldiers were killed there than were civilians.
