ML has been very aggressive in downgrading FO and semi groups etc. Looks like they started doing that after their brush with NY state attorney (kind of signaling perhaps that they will follow their new system aggressively) and so far the market has cooperated.. Not too sure if longer term, their calls are going to be any better then before..

As for CSCO, well that is another beast altogether compared to the likes of CIEN JNPR etc. due to their market being corporate as opposed to Telecoms but other then trading vehicle I am not sure what else one would do with CSCO since it is still trading at higher valuation then most..

It is not really the "people" that are following the upgrades like lambs. It is the mutual fund managers to whom the people have given money.

The managers are playing with OPM (other people's money). If you gave me your money and ask me to play with it, I can play some really exciting games in the market. I will collect my fees and I really don't care about your returns, because I didn't guarantee anything in the first place!

Incredibly, people are still in the "buy and hold" mode. If this cyclical bear is to end, we need to see lots of people giving up on that attitude.

(Even if the cyclical bear ends and is followed by a cyclical bull, it will all be in the larger context of a secular bear market that will last at least for a decade, if not longer. But that is another story...)
