"A lie, but not a criminal offense"

Actually, at most he exaggerated his role, and even that is questionable. The bill that made the Internet what it is today, for good or ill, had his name on it, and he was it's most vocal proponent. Without the old supercomputing network for the backbone, the development of the Internet would have been a lot slower.

"But lying about it under oath was criminal and should have resulted in jail time (it has for others lying in similar circumstances). "

Uh huh. And when Dubya lied, under oath, about his meetings with that funeral company, well, that was different.
