hardly. just look at Kosovo...

analytically, it makes sense to separate questions relating to the initial military operations (that is, the war) from those relating to the follow-on phase (that is, the occupation). O'Hanlon is using "win" to refer to victory in the former; you're using it to mean something more, such as "achieving net benefits from the entire intervention." That latter sense is important, true, but it's quite subjective and very hard to calculate this far in advance. It's sort of like trying to figure out now what the EPS for QCOM will be in 2009....
