All of that is true, but if the Independent Counsel statute was still on the books and if Bush hadn't been able until now to ride the war card he's have been the subject of enquiries like Whitewater. And in effect he's lied by his lack of candour and by his behaviour over filings. I'm less and less a defender of Clinton - particularly in foreign policy, and in the cases where he was especially cynical - as in the bombing of the chemical factory in Sudan. We've (or you've) had a bad run of Presidents. Clinton was in higher league when it came to intelligence, but judgement is another thing.
