What deterrents has Bush set up against another Al Queera attack? They say confidently that they will attack when and where they please, and unfortunately there seems to be little reason to doubt them.

The FBI is handcuffed and clueless, and the Secretary of Transportation won't allow profiling, which is the most effective tool law enforcement has to work with.
