...not jinx a multi-billion dollar pipeline deal with the Taliban. A little historical review. The group who eventually became known as the Taliban was organized by forces who had aided the US in pushing the Russians out of Afghanistan. The thinking at the time was probably that the new Afghanistan would become a partner to the US in pulling the vast undeveloped mineral resources out of the Baltic region. That option was crushed as the new Afganistan became embroiled in tribal and regional conflict. The region lost all hope in the international market place as a result and the US found it impossible to carry on political negotiations. The Taliban gradually rose to power in Afghanistan and as it did the region became an enemy of the state. Bush can hardly be blamed for the original intent to negotiate some sort of cooperative mineral devepment/exploitation, for the change of status between the states, or for the events that followed (except for defeating the Taliban in Afghanistan). If there were still hopes to develop the region in the interests of the US as Bush came into power, he had an obligation to keep viable options open. I hope they are still on the table. If so, we have Bush to thank.
