Not surprisingly, you have a very fundamental defect in your expectations relative to the functions of government, probably from all that huffing.

That is not the job he was elected to do. He is not in charge of everybody: that is why we have governors and mayors and CEOs and judges and small proprietors and mommies and daddies---- each plays his role. He is not even directly in charge of each branch of the executive, which is why we have a Secretary of State and of Defense and so on. He is in charge of setting general policy within the executive branch, settling inter- departmental disputes, staffing of the upper tier of the executive, setting a legislative agenda, working with Congress to get some portion of it passed, dealing with foreign leaders at the upper reaches of diplomacy, and so on. He is not omniscient, omipotent, or omipresent. Also, he did not run Harken, he was on the board. Finally, I am not sure I could give an account of all compliance papers I had to send over a decade ago, for example, for the IRS or the MVA or the election bureau. I remember that it took me awhile to change the address on my voter registration the last time I moved, for example, but I do not know why.
