I think the main concern is economy and the foreign policy. We might have some backlash at muslim in general but I doubt it is a real issue. We did not have backlash after 911 so there is no reason to expect it now.

Economy:
The estimated cost of 911 was in trillions (with 'T') and the economy is already depressed. There is a huge outflow of foreign money that is hurting US economy.

Foreign Policy:
The second reason, IMHO, is a war. Bush's own policy would demand immediate actions against even those Arab countries that we consider "moderate". Since we do not have support of Europeans it would be only US, England, Canada, Australia and maybe some support from Russia. That is simply not enough conventional firepower. Nuclear weapons?

Bush already showed that he is unwilling to take on all terrorist supporters from the midle East without European support.

But Americans would demand the response if there would be more terrorist attacks
