It's a difference, if the presses are used to build the infrastructure (China) or to finance consumer and/or government dept (US).

Why do you assume that the US is the only country that can create inflation.

Easy, I don't assume that the US is the only cause of inflation in China. But China may be a big factor in why price inflation in certain areas is so contained here.
