Re: Goldman survey ".. will underspend their budgets.." My experience with this is that even though short term, budget spending has been put on hold, every budget (unless canceled or cut) will be spent in full before the next budget process. Its always in the interest of a manager to spend his budget or he/she'll find its been cut the next time round. This could create a spending bubble as pent up dollars are released.
