AMD doesn't have the resources right now to create a new group within their organization.

AMD makes chipsets, writes drivers from them, makes reference motherboards. The step from here to actually making motherboards is a question of signing a contract with the contract manufacturers. To limit the support costs, AMD can limit the sales to OEMs, and not sell to retail.

I am not sure if it is a good idea for AMD to be in this business long term, but it may be a good idea to fill a void (if one exists).

wbmw, I disagree. Demand is light so they have time to work out any kinks. Components are the cheapest they will ever be barring a world recession. And this gives them enough lead time to be ready for Hammer.

At the end of the last quarter, AMD had cash reserves of 1.276 billion dollars. Even if they loose $200 million this quarter, they still have over a billion dollars. I don't think they are in a bad position at all.
