Palestinians say Israel understood the change in U.S. policy as a "green light" to reoccupy parts of the West Bank from which it withdrew in the 1990s.

The Palestinian Authority says it is working on its own 100-day reform plan but Abdel Rahman quoted Arafat as saying it was very difficult to implement the plan as long as Israeli forces impose curfews and set up checkpoints in the West Bank.

State Department spokesman Richard Boucher said Powell had read the letter and his staff was considering Arafat's ideas.

Asked if Powell intended to reply, he said: "The secretary, as you know, has stated he doesn't have any plans for contacting Chairman Arafat. That remains the case... But I'm not going to speculate on specific pieces of correspondence that may or may not ever be written."
