Something like Brilliant Pebbles could shut down a large number of businesses and agencies dependent on low earth orbit satellites would die if the system were used.

On the other hand, if the system were used to successfully destroy a nuclear missile on its way to a target, the cost might be thought quite bearable in comparison to the alternative.
