My take is they capitalized their ILEC monthly connection charges.

Sort of like capitalizing your phone bill -- or dinner.

Are you sure he isn't referencing performance to date? The total value of the Intel Capital Portfolio was listed as $1,626 as of 02Q1. (scroll down into the tables section)
